Reinstall Mobile Substrate to make tweaks and apps work on iOS 7

Description: If you find that you tweaks and apps aren't showing up on iOS 7, there's probably an easy solution. If the tweak or app relies on Mobile Substrate, which it likely does, you'll need to reinstall Mobile Substrate and Substrate Safe Mode on your device. This *only* works for devices that are *not* 64-Bit devices, so tweaks on the iPhone 5s, iPad Air, and iPad mini with Retina Display still *won't* work. Resprings are fine, but each time you reboot, you'll have to reinstall these two packages.
